Folder malfunction?

I seem to be unable to drag anything into a folder. The folder just switches places with the selection... 

If I am doing something wrong, than the bug is that it is very unclear how this mechanism works.

  Ah, I finally discovered how it works.

  Wow. It does make sense, but why did it take me forever to find it?!
